Nothing here is free. Everything you bank, it already owns a piece of.

The ledger that collects before you can spend. Only three tenths of the heat you bank ever reaches your hand; it takes its cut the moment it lands and calls the rest in as a debt on your hide.

How to beat it

Bank nothing you cannot spend this turn. The Arrears skims seven tenths of your Seethe the instant it lands, so decks that build up and release (Simmer, Blood) pay a toll every turn, while decks that spend as they go (Flame, Storm) walk past the ledger. When it marks what's owed, that is the turn to hit, not to guard.
